Sennen Beach - loss of Blue Flag

The online Falmouth Packet dated 11 May 2011 has an item about the 2011 Blue Flag awards, which says "..... however the county has lost two blue flags at Sennen and Carbis Bay after the privately owned beaches did not 'apply' for the award ....."
 
Can anyone elaborate on this please?

24 May Lorraine Blue Flag? Sennen Cove is beautiful, unspoilt and clean. Everyone knows that : who needs a blue flag?

We’ve just returned from a week in Rhodes and the beach there was quite dirty, despite it being a 5 star resort. Sennen beach is the cleanest I have ever seen.

My understanding is that Cornwall Council were unwilling to pay the £600 or so to renew the Blue Flag for Sennen Beach. This is all to do with cuts to council services and nothing at all to do with sea water quality.
I`m now told cost is £660 plus vat.
